Palm problems

A neighbor has two large queen palms planted on opposite sides of her swimming pool, both in full sun.  One of the palms is in distress and we are wondering how to help it.  The symptoms are yellowing fronds.  they yellow from the tips towards the center.  The center of each frond is green as are the new fronds that are emerging.  The fronds are actually quite attractive -- bright yellow leaves that darken to green at the base -- but clearly, something is wrong.

Iron?  Maganesium?  Something else?  I thought about the chlorine fumes but the other palm is fine and both palms have been in place for about five years.

Thanks!
