It is a small tree (guessing 12') located on either side of lower state street near the book stores. (Borders & Barnes & Noble)   When it blooms it has huge bright waxy yellow flowers that form a large cup, it looks like it is laying  on its side with a long extended lower lip.  (definitely not cup of gold or chalice vine). I think the leaves were round but my memory is not as strong about the leaves as it is about the flowers.   Stopped me in my tracks and I have not been able to find out what it is.
I hope someone knows.  For the rest of you, look for it when you are in Santa Barbara.  I saw it blooming in July, I think.  I plan to go back to see it in bloom again.
