Arbutus menziesii pruning

In Australia last year, I saw a number of Arbutus menziesii
that had been grown in such a way as to have numerous trunks from ground
level. Does anyone know how this is achieved? Does one sever the
main trunk? (Saw it off at the base and it resprouts?) At a
very early age?
