You can hedge these seacoast and wind-tolerant plants:
 
Allocasuarina verticillata DROOPING SHE-OAK
Callistemon viminalis WEEPING BOTTLEBRUSH
Casuarina SHE-OAKS
Cistus x skanbergii HYBRID ROCK ROSE
Cupressus arizonica ARIZONA CYPRESS
Leptospermum scoparium NEW ZEALAND TEA TREE
Melaleuca nesophila WESTERN TEA MYRTLE
Melaleuca styphelioides BLACK TEA TREE
Pittosporum crassifolium KARO
Westringia fruticosa COASTAL ROSEMARY
 
Note:
 
A single narrow "fence/hedge", although a good screen, is a poor way to block wind. Such an element actually increases the wind on the leeward side, with the wind ending up creating a vortex of discomfort.
