Another way to go is with seeds.  Dahlia imperialis seeds germinate very
rapidly at around 80 F.  Seeds started in January will bloom in
November.  They are fun to grow this way as they grow so quickly.  J L
Hudson usually has seeds or maybe some of the listers who are growing it
could provide some.   My flowers always faced the neighbors no matter
how many times I moved it  and I gave my clump away or I'd offer some.
