To germinate peonies need a period of warm damp at which time a primary
root emerges, this should ideally be followed by a period of cool damp during
which nothing happens but slow root growth below ground and finally more warm
damp weather at which time the first leaves appear above ground, The process can
be speeded up artificially by placing the seeds in damp peat and sand in a
zip-lock bag on top of the refrigerator (where it is warm), and then inside the
'fridge when to young rootlets can be seen, and after 6-8 weeks taking them out
and potting them up individually.
