It most certainly can be grown from seed, but I don't
know of sources, as it doesn't seem to set viable seed
in my garden, and it is usually started from cuttings
of old canes here, rooting very easily if sections
have at least one or two nodes.  I don't think it
would bloom for you in British Columbia, as it fails
to bloom in Seattle most years, not enough heat units
to get blooms before first frost, and way too tall for
most greenhouses.  I don't think it is worth growing
unless you just like growing "Jack in the Beanstock"
type plants.  There are dwarfer species of Tree
Dahlias being grown at both Strybing and UC Berkeley
Botanic Gardens that are earlier to bloom and less
tall, but may be equally difficult to get bloom that
far north, but I am not certain of this.
