non-pavement bending etc. trees

The city of San Diego uses Lagerstroemia indica--crape myrtle--as parkway trees along streets  with parkways only 18"--24" wide.  That suggests the root systems are
unlikely to "bend" pavement.
Sunset Western Garden says that "when trained as a tree, [it] becomes vase shaped with attractive trunk and branch pattern."   Those planted here by the city begin branching at 10--12 feet.
As for a "hypoallergenic" tree--it's doubtful any exist, as different people [and animals] react to different allergens.
