Cytisus battandieri

I have had a healthy good sized (
6' x 6') Cytisus battandieri growing for 3 years and have yet to see it bloom.
I'm located in zone 10a across the bay from San Francisco in sunset zone 17. Has
anyone in a marine influenced climate ever gotten this supposedly lovely broom
to bloom. I'm ready to send it to the great beyond.
