Pride of Maderia is Echium candicans. 
 
 Dusty miller is a much less easy one to track down as there are at least 7 plants which share this name.
 If it is a plant with sivery sprawling growth and bright golden flowers it is Senecio cineraria, but if this description does not resemble your plant you could let me know what it DOES look like and I can try again..
 
Sorry I can't help with the other part of your enquiry, but you problems are so different to mine I simply would not know where to start.
 
The best suggestions I can make are to follow the local advice which seems to be available and look around at what is growing successfully in your local area and try to choose plants and plant combinations   which seem to best survive under local conditions.
