Cannas in cool climates

I use cannas as foliage plants in my shady garden. Occasionally one
will bloom, but not this year.
Our parks department in recent years has been planting large tender
plants in areas of high interest, like major intersections and beds
in front of public buildings. Cannas, brugmansia, tibouchina and so
on. They are overwintered under glass and put out in early summer
already in bloom. The areas where they are planted are in full sun,
and in the case of traffic islands, there is also heat buildup in the
adjacent asphalt.
This year, because of severe water restrictions, there were no such
plantings. I presume the plants were kept potted in a sheltered
area, and hope that we will be able to enjoy them next summer. (If
our reservoir fills up this winter. We can't have three dry winters
in a row, surely?)
