One difference between Vinca and Photinia is the propensity of the former to multiply in the wild and overrun anything else that is growing in the area naturally. For this reason Vinca is on many "do not plant" advisory lists.
In our community we are restoring a creek that runs from the coastal mountains down to the San Francisco Bay and one of the worst problems has been the removal of vinca.
I didn't catch the location of "Bob's slope" but I would not recommend this plant if the location is one from which it could escape and naturalize. In my opinion this plant is on par with the various brooms and pampas grasses that cause problems in coastal California.

I shall probably be taken to task for recommending the planting of Vinca
in any situation by some member of the list, but it wouldn't be the first time. Is it any more objectionable in such a situation than Photinia?
