phormium transplanting

I have recently become involved with a public garden.
We have a couple of big upright phormiums that have been in a holding bed for some years. We want to move them to a new area, but wonder about the safest time to do this. ( Phormiums get killed here in our infrequent bad winters, like 1989.)
We can dig them out with a backhoe. What are the roots like?
