Your friend's plant is a Tillandsia, as you guessed.  It looks very healthy.  If it has never bloomed, it is probably because it is not getting enough sun.  I live near the coast in Los Angeles and can grow some of them in full sun, but most thrive best in dappled shade or under lath.  It would be interesting for your friend to pluck a few rosettes and try them in different places in her garden.
