I think my climate here is a bit cool most years to encourage outdoor whitefly, though it is a real pain some years in my glasshouse.
In general though, any sort of stress that is likely to upset a plant's metabolism may render it liable to pest attack and any nutrient deficiency, especially one as major as phosphorus certainly comes in this category.
