It is one of those "two level" weeds--there is the root system attached to the visible top and then another main runner that runs 6-12" underground. That said, a determined weeder can remove it if willing to dig to the deeper level. It seems not to like much disturbance. It is actually not a bad looking grass and is easy to mow, but unless it is strictly isolated from other irrigated areas, you may get more than you bargain for.
