I would suggest that the poor flowering is as much a result of first year
after transplant recovery as anything. Magnolias, including this one, grow
splendidly in the central valley of California, which is at least as hot as
you, and certainly low in humidity. Ideal? No. But do-able for sure. All
the advice about mulch is the best, along with patience to allow it to
develop a root system that will support its need for water. You might find
a good free source of wood chips from a tree service or a utility that trims
under power lines. I don't know the system there, but there are quite a few
places here in Northern California where free wood chips are available, and
people just aren't aware.
