Chad, your "mystery plant" sounds to me like Phacelia campanularia,
commonly called California bluebells here in southern Arizona. Here in the
desert it's mostly a spring wildflower, but if it has some water it can
continue blooming through the summer. It's a beautiful deep blue, all
right! And it does self-sow to some extent, though never as much as I would
like...
