If everyone who wants organic food asks questions of the produce manager
every time they shop, the message will get through.

This is true. We live a couple blocks from a Lucky's (a large national
supermarket chain), which is across the street from a wonderful little
local produce store. We get 95% of our produce from the little store,
which has a decent organic selection and a "day old" bin real cheap too.

But sometimes we run into Lucky's (actually, my SO goes...I rarely go in
because the chemicals they sell and use make me ill). When we moved here a
couple years ago, Lucky's sold a couple organic produce products. We made
a point of asking the staff "where is the ORGANIC produce?" and talking to
them about getting more in. And loudly exclaiming over what was there and
buying some (they have a few things we can't get in the other store and,
until a couple months ago, they were the only store open on Sundays). Now
they have an organic section that has two shelves and is 6-8 wide. I doubt
we were the only ones who asked, but I'm sure we helped.
