If it is not a large area, you can go over the ground with a blow torch
(when you are not likely to start the aurrounding neighborhood on fire - you
may have to clear away accumulated dead vegetation first ).  You should
probably use a "flare" piece on the end to spread, rather than concentrate,
the flame - you only need to get the ground hot , not to totally char it and
everything in it.  A little experimentation will get the right distance to
hold it from the ground, and time of exposure.

I wuld imagine the time to do this is during the dormant season for the bulb
in question.
