Foxglove need at least part shade.  I have mine in the shade of a white oak
tree and they do wonderful there.  They also like to be watered and not
allowed to go completely dry for days.  The ones you have now that are
little will probably not bloom this year as they are generally regarded as
bi-annuals. They should grow well this summer and stay green all winter then
bloom next spring.  Anyway, that is what mine do.  Hope yours do well for
you also.
