Does the city really care what you do there? You would have to take into
consideration the mountains of snow that probably will come one day when we
return to northern winters.
Lauren Springer's book, "The Undaunted Garden" has such strips planted in
many different ways mostly to survive summer heat along the concrete. She
refers to them as hellstrips.
I would guess the city would not pay any attention to what you do. The only
problem that usually arises in these cases is complaints from neighbors who
like making complaints.
If it were me, I would brick it in and treat it with Roundup every spring.
We once had a Golden Sunburst Locust in such a strip owned by the city of
Albany. One day we came home and it was a 6 inch stump. The city forester
ordered it removed as the tips were yellow and he thought it diseased. So,
you can see, the city maintenance departments are not gardeners and would be
happy with bricks. (if not acquainted with a Golden Sunburst Locust, it is a
green thornless Locust with long golden new growth tips, a beautiful tree)
