Here is a link that might be of interest.  It shows what happens to
parking strips in Seattle, WA area on a regular basis.  (There is even a
contest for best turning circle garden design!)   Seattle Times-Parking

I like the bulbs in the lawn idea, you could even use other varieties of
grass that might not need mowing often (research about the salting
issue).  Are there some lower growing native grasses and plants would do
well in this situation?   I'm guessing that lower growing would take dog
and kid damage better than tall growing plants.
