I'm not sure I understand.  "the first plants are large and smothering out
the new seedlings."  Are the first plants still in the seed trays, cells, or
whatever?  If so, pot them on, giving them more space.
As to cuttings, I would think these first plants might benefit from a
pinching of sorts to aid branching,  if you think they are long enough from
which to take cuttings.  If so, cut.  Even if you lose the cuttings, the
original plants will most likely be better off.  I've never propagated
Delosperma, but it is a succulent of sorts.  I recently did a cutting of
another succulent, Bulbine, and it rooted in 2 weeks in a closed chamber
with a 1:1 mix of moistened vermiculite and perlite. I'd say it is worth a
try.
