You can rejuvenate lilacs by cutting them back right after bloom. If you cut back the whole shrub, you will have no bloom at all the following spring, but in order not to sacrifice all the bloom, you can also do this by cutting back only 1/3 of the oldest stems for three years until the whole shrub is brought back to size. How high you cut depends on how far down you want to bring the plant--two feet, three feet, four feet high.
