Pruning lilacs

In addition to trying to remove 1/3 of the old growth each year, I take off a couple of feet from the tallest branches - it blooms beautifully. You do this after it blooms - you will have new blooms on those the following year. The flowers are formed after it blooms this year - you just have to do it right after the flowers are spent.
