Veronica liwanensis is a true blue groundcover that blooms for weeks in late spring to 
early summer.  You could follow it with dwarf campanulas (not true blue, but close). 
Achillea tomentosa (woolly yarrow) provides satisfying yellow all summer if 
deadheaded at around 10in tall. All are very hardy.
