Starting Cathedral Bells from seed. (Cobaea scandens)

I have been given a package of Shepherd's Cathedral Bell seeds which has
quite detailed instruction except how deep to plant the seed? 

I'd follow the regular rule about 2-3 times the biggest dimension except
that the package says "place seeds on edge rather than flat on the soil"
which made me think they might need light to germinate.

Anyone had any experience starting Cathedral Bells from seed?  Tips
appreciated.  TIA!
