I use bottom heat for some seeds. It depends upon the germination temperature required for the particular plant. I also use clear domes on my seed trays, but only until germination begins. As soon as the seeds start coming up, the tops come off. The heat is really only necessary for the soil temperature, not the air temperature. Too much heat seems to contribute to spindly plants. (Also, I've discovered in my greenhouse that covered plants in the hot bed seem to cook very quickly!)
I think the length of time it takes for the true leaves to develop varies a lot from variety to variety. And, as a rule, perennials seem to take longer than annuals.
