Brenda,

I'm in Louisville.  As you know, it never really got too cold this winter.
Many of my tender perennials that I don't bother to dig up (e.g. dahlias,
cannas) because I replace them every year are coming back on their own.  My
butterfly bushes never died back, either.  None of my roses suffered any
damage and I had no need to prune them.

I believe the general rule is to apply mulch after the soil has had a
chance to warm up.  Since it never froze, it would be OK to mulch now.
Just don't expect too much in the way of new growth until the temps have
stabilized.  It still gets pretty nippy at night.  Once the temps start
staying in the upper 70s consistently, watch out!
