Elle,
Cannas thrive on heat. Have you had a coolish summer? If so, that
could keep them from really showing their stuff. They love heat,
sun, rich soil and water. Will grow with less than this, but not
achieve their full potential.
You ought to be able to overwinter them in your zone if your soil
doesn't stay too soggy over winter, which will tend to rot the
rhizomes when the ground is cold - they love moist soil when it's
warm. I've had no luck overwintering in the ground, but those just a
bit farther south than I can do it.
And, of course, you could have some of the smaller varieties who
never get much taller than 3'....
