seeking information about non-flowering

Greetings:
I grew phlomis from seed two years ago; last summer they only showed
foliage, which is expected from some perennials, like lychnis coronata,
but this summer, their second in the ground, it's the same thing, with
the foliage having grown larger and fuller over the season but no
flowers;
the seed seller gives no warning of this of course; they just tell you
"easy to grow from seed" which is often not true either;
does anyone have experience with this plant to tell me when I may expect
to see a flower?
Also, even though I put gladiolas into the ground early, and some have
already bloomed, the majority, even though they had good green shoots,
don't seem to be growing flowers, and in NYS zone 5, it's over by 9/15;
anyone having this problem?
