Probably because the nurseries are either relying on their own zone
information and have no data from other zones or don't know and
picked up the zone designations from some reference that didn't
really know, either.  Nursery zone designations are not always
correct...most nurserypersons try to give correct information, but
will often be on the conservative side if they don't personally know
otherwise.
