Probably.

Here is a tale that will help you know what you are up against.

I wanted a small amount of Kelthane.  I have an indoor plant room and it has 
some very old ivies which host the destructive spider mite and kill the 
plants over the winter.

I spray the plants in the driveway on layers of newspaper, up and down, under 
leaves and the soil. Then I can keep the ivies all winter with no trouble.  
Kelthane is a pretty potent poison and very hard to buy.  (We burn the 
newspapers in the brush piles- we are rural )

My bottle of Kethane is about 1/2 cup of concentrated liquid and cost me 
around $10.00.

While I was in the farm store buying this small item, I notice white five 
gallon pails of Kethane stacked against the wall.  Asked, of course, what is 
THAT?  That is for people with licenses to use for agricultural purposes - 
farmers.  What does the famer use it for - cherry trees.  Pity the farmers, 
some are not fully aware.

I am not to damage waterways with my small amount of Kelthane and I would not 
as I have two ponds and well.  But.........farmers can spray the whole of my 
town (actually another town - Germantown) with unlimited amounts of Kelthane.

Some things we do in this country do not make sense.  We manufacture ( and 
sicken our own employees) ag chemicals that are not allowed in farm use in 
this country.  We export them to Ghana (our chocolate) and Kenya (our 
coffee).  When Jimmy Carter was president, he issued an order to stop this 
exportation.  Reagan following him into office  reversed the order his first 
week in office.  

Doug Green's commentary is very current and readable.  Wash all the cherries 
you eat and peel all larger fruit and vegetables.
