Donna,
I have 3 Southern Belles grown from a packet of 10 seeds that I bought--
not perfect germination but more than adequate for my needs. Started them
in January in the window, kept warm until they came up if I recall then
grew on cooler and planted outdoors when the weather was settled. They
bloomed the first year. Are you planting the seeds outside or inside?
