I've done it both ways - stripped the sod first, and killed the grass
with Round-up first. Personally, I prefer the Round-up simply because
I can spray a little wider than the intended bed so I have an instant
(almost) border for my tractor wheels to ride on when I cut the
remaining grass around the bed.
I've also simply piled trucked-in dirt on top of healthy grass to make
a bed, but only when I plan to leave the bed to *cure* over the
winter. I find turf grasses are too tenacious to do that in the
spring.
Round-up's directions clearly state that you should spray while the
plant is actively growing (i.e. not dormant). I love to watch the
darn stuff die almost before my eyes (warped, but oh well!).
