What I did with mine, becuase the hard pan was so close to the surface.
Be sure to understand if you have any water drainage problems to install
drainage pipes.
Cut your sod and flip it upside down.
Throw ontop some multi purpose fertilzer.
Buy new topsoil and build up your new planting area. Recommend 8 inch min of
new soil. Be sure the new soil is compressed a little to make up the 8
inches.
