What ate the viburnum?

I put in a viburnum several years ago, and it came up very robustly, but
then its' leaves were eaten almost all up; the next year it came up not
so smartly;

I moved it to another location, more open, more sun; and it got eaten
up, almost totally. I think it will live to next year, because there
are some leaves at the very bottom.

Could someone enlighten me as to what it is that does this, and when and
how to get at it?

TIA
