Hi Laurie,
In my opinion, since Buddleia in some areas die back to the
ground completely most years, it would qualify as a
perennial, even though in other (milder) areas, it does not
die back. My buddleia in Michigan did both. The first
year, I had two that died back completely to the ground .
The second year, one died back (the smaller one that I had
moved) and the other one did not die back and pretty much
became a jungle this year.
