Just a thought, some flowering plants do better without all the
fertilizer. It makes for great greenery, but all the energy is spent
with the leaves and few flowers develope.
I don't fertilize much in the flower beds unless it has a high number
by the blossoming of the three numbers. I can't usually remember which
number is which and usually find this on the label somewhere.
