Jeanne,

I'm wondering if this mystery couldn't be the hardy ageratum (I forget the
correct latin name).  I was out and about yesterday evening working in the
garden and it struck me that your description sounds like this particular
plant.

Has low basal leaves and long stems coming from that with a few leaves
along the stem -- much like shasta daisies grow.  The leaves are smallish,
puckered, and shiny.  The buds are small, but numerous, and are green until
ready to bloom and then, of course, the wonderful powdery blue blooms.
Mine is just starting to bloom.  I have it paired with the hot pink
obedient plant (which has buds and no blooms yet) and the sulfur yellow
helianthus (perennial sunflower).  My white boltonia is beginning to bloom
and the resulting combination should be eye-catching to say the least.

Let us know when this mystery plant begins to bloom.
