Flipping through my fern book, it looks like Gymnocarpium robertianum
is probably the culprit.

These ferns are extremely horizontal.  A single stalk comes up, then seems
to make a right angle with lots of leaves hanging off parallel to the
ground.  It's like an umbrella, which is why it's so hard on the perennials
that are overshadowed.
