I've also tried putting my germinating pots under an incandescent lamp in

also worry about giving them too much heat.

One way to test the temp of your growing area is to place a thermometer in
the soil and check three diffrent readings during the day.
Or to get an average temp-use a large glass of water -- wait 24 hours for the
water to heat or cool-and then take the temp-of the water. This will give you
a good average temp of your growing area.
On heating cables-they are needed if you are growing annuals and vegetables
and a few perennials-but most perennials do best in side if grown cool.
Bottom heat can kill many diffrent perennials-or produce tall spindly growth.
I do not know what you are using for a light source-but if you can make a
covering or hood around it-you should be able to trap enough heat to keep you
seedlings warm.
