I had this formation last year as well as one of my clients. We decided to
let them grow to see if we could cultivate the green. However, the exact
plant we planned to use returned this year as a regular purple cone. No
where near this plant is there any creosote or poles. It is in the middle of
20 perennial specimen beds so there isn't anything unusual.
