Donna,

No, don't cut it back!  You should leave it and remove any dead or damaged
stems in spring.  If you cut it back now, you'll lose the bloom for next
year and I don't know that it would like it.  I grow a lot of
these...actually mine have become, I think, mostly E. characias spp.
characias instead of  wulfenii, but some of those do show up here and
there, too.

I'm in the colder part of z. 7 and find that a hard winter will kill my old
plants back to the ground - like forever...but seedlings survive, so they
continue.  Love them...actually, haven't met an Euphorbia I didn't like ;-)
