I presume you are refering to toxoplasmosis here.  While the risk of this
disease should not be minimized, it an issue maininly for pregnant
individuals and those with compromized immune systems.  Most people have
already been exposed to this disease (particularly if you already own cats)
and unless you live in an area where you are certain that there are no
free-ranging cats, you should assume that your soil is already contaminated.

I regularly use cat litter as filler under patio brick but do not routinely
use it as a soil ammendment because of the already heavy clay soil here in
SE Wisconsin.
