    I remember when I had the same problems as you. However, when I got
serious and wasted so much money on seeds that didn't come up or etc....., I
built some shelves, hung 4 foot shop lights over them, bought good soil-less
mix, bought a good seed germinating book, (the one Park Seeds sells is
good), and really did it all the way it is recommended, I had great success.
In fact, last Spring I started selling some of my things retail.  I had so
many seeds I had about 6,000 plants in the basement at the beginning of
spring.  I also put a fan down there which helps to keep the air circulating
and keeps the damping off to a minimum.  I watered with a mist nozzle and
later after the seeds were potted up into 4 packs or whatever, I fed them
with either Miracle Gro or Osmocote at the recommended rate for seedlings.
Some seeds need light to germinate and some need to be covered.  It does
make a lot of difference in their germination rate.   Keep trying, it is
well worth the effort.  Jean C.
