This is true. But one reason for doing it this way, is the possibility of
selling them.
Putting them in the ground would seem to make more sense, as you have
suggested. However, I have not had much luck with that either. My garden is in
a constant state of development, so putting seed directly in the ground is not
an option for me.
There are seeds that need freezing first (like poppies) or need to be soaked
in warm/hot water. There is a lot to learn about growing from seed. I like to
experiment.
