Oh, they will indeed. I ran the lawn mower over one of their holes one year and they chased me up the hill. Several were clinging to the fabric of my Tshirt and stinging over and over in the same spot.  Oddly, this past year they were rarely seen in the Cincinnati area, even in public areas where food and drinks are pitched into open trash cans--usually a magnet for them.
