Here's my .02 cents...

1)  Achillea "Summer Pastels" yarrow

This one will flower the same season sown if sown in late winter in the
greenhouse or indoors under lights. In fact, most every Achillea I've ever
grown from seed will. They probably would even if you waited until spring to
plant them. 

2)  Anemone sylvestris Snowdrop anemone

I've never sown this one, but the seedlings that self-sow do bloom the
following year.

3)  Anthemis tinctoria 'Kelwayi' Golden marguerite
These will bloom the same year as sowing if sown early - definitely by the
following season.

Anthemis sancti-johannis also blooms the first year, but I can't seem to
keep it around as it dies out after flowering here. 

4)  Armeria maritima Sea thrift
This one blooms easily the first year sown, as does A. latifolia
(psuedarmeria) and A. hybrida.

5)  Asclepias tuberosa 'Gay Butterflies' butterfly weed
It is possible to get a blossom the first sowing season, but they won't be
much. It does usually bloom the following season, but the plants actually
take several years to reach maturity. 

A. incarnata will also bloom the first year. Most of the other ones will
bloom after one season of growth the second year. 

6)  Aster alpinus Alpine aster
Yes this one does bloom the season after sowing - and then it often dies. It
is very short-lived here.

7)  Belamcanda chinensis Blackberry lily
Blooms the same season as sown if sown early - definitely the second year. 

8)  Campanula carpatica 'Bellissimo' Carpathian harebell
All of the C. carpatica hybrids will bloom the same season from sowing, but
they will be small and late. They are much better the second year. 

Most of the Campanula species I've grown will bloom the second season after
sowing. Some even bloom the first year such as Campanula poscharskyana,
latifolia, glomerata.

9)  Catananche caerulea Caupid's dart
This one always blooms for me within a few months of sowing it.

10) Centranthus ruber Red valerian, Jupiter's beard
Yes, the first season after sowing, but it never survives my winters. Too wet?

11) Coreopsis grandiflora 'Early Sunrise' coreopsis
This one will bloom withing 3 months of sowing. 

12) Delphinium 'Southern Jesters'
Haven't grown this one, but all of the pacific giant hybrids and the Magic
Fountain hybrids will bloom the first season from sowing. 

14) Erigon speciosus Daisy fleabane
I hate this plant, but it does bloom the first year after sowing and
probably would bloom the first season if sown early enough. 

15) Gaillardia X grandiflora Blanket flower
Yes, definitely. Easily blooms the first season. 

16) Gaura lindheimeri
Blooms the second season.

17) Gypsophila paniculata Baby's breath
Blooms the second season although you might get a sprig or two in late fall
of the first season.

18) Leucanthemum X superbum 'Starburst'  Shasta Daisy
Almost all of the hybrids will bloom the first year from seed. Also try
Leucanthemum officinalis for a spring blooming shasta daisy.

19) Linum perenne Blue flax
Easily blooms the first year it is sown. Plants reach a good size if placed
in the garden in late spring. 

20) Lychnis coronaria Rose campion
This is normally a biennial.

22) Oenothera fruticosa ssp. glauca Sundrops
This one won't bloom the first year from sowing, but it does bloom the
following spring. Oenothera speciosa does bloom the first year it is sown. 

23) Rudbeckia fulgida Black-eyed Susan
Easily - these can be grown as annuals.

24) Veronica spicata Speedwell
Blooms the following season after sowing. 

25) Viola cornuta Horned violet
Blooms the same year it is sown if sown early. Try putting these seeds out
on bare ground in late February and they will germinate almost immediately
and bloom the same spring.
